The Builder's Minimum, Ten Years Later: Fort Bend's Panel Problem

The Arithmetic That Moved

Fort Bend County built more than half of its current housing stock in twenty years. American Community Survey data (2020–2024 five-year estimates, table B25034) puts 24.9% of the county's homes in the 2000s and another 30.3% in the 2010s — 55% of everything standing today, with a median year built of 2005 and 61.5% of the county's houses raised this century. Almost all of it came out of master-planned developments, wired to the electrical code in force at the time and sized to the builder's appliance schedule for that model home.

None of that is a defect. The wiring in a 2006 Sienna Plantation house or a 2014 Aliana house is sound, inspected, and doing exactly what it was designed to do. What's changed isn't the wire — it's the life the panel is asked to support. A garage that once held two cars and a freezer now holds an EV charger pulling a continuous load for hours every night. A second condenser went in when the family room addition happened. A pool got a pump and a heater. A shop went up at the back of the lot. Someone's been running a home office all day, every day, since 2020. The capacity plan was drawn for a smaller life, and the life got bigger. That's the honest frame — arithmetic that moved, not a house that failed.

"The Panel Is Full" Is Not "The Service Is Undersized"

These two phrases get used interchangeably by homeowners and, frankly, by some contractors who should know better. They describe different problems.

  • The panel is full means there are no empty breaker spaces left. You can't add a circuit for the new hot tub because there's nowhere to clip in a breaker — even if the service itself has plenty of amperage to spare.
  • The service is undersized means the total amperage coming into the house — often 100A or 150A in older Fort Bend subdivisions — can't safely carry everything that's now plugged into it, whether or not there's an open slot.

A tandem breaker or a subpanel can solve the first problem cheaply. The second problem can't be solved by finding space; it requires more capacity coming in, which usually means a full panel and service upgrade. Guessing which one you have, based on how many blank spaces you can see, is how homeowners end up buying a solution to the wrong problem.

The Only Way to Actually Know

A load calculation is the only honest answer. It adds up the connected and continuous loads in the house — HVAC, water heater, range, dryer, the EV charger you're planning, the pool equipment — against the service's rated capacity, following the method in the code edition that applies at your address. That last part matters more in Fort Bend than most counties realize: Fulshear and Meadows Place are still enforcing the 2014 NEC, Missouri City and Richmond are on the 2023 edition, and Stafford sits between them on the 2017 NEC under its own ordinance. Rosenberg's own paperwork is inconsistent between its builder packet and its solar permit application, so if you're there, ask which edition applies to your specific job before you assume. A load calculation done to the wrong edition isn't a load calculation.

How to Sort Out Which Problem You Actually Have

  1. Open the panel door (it needs no tools) and count actual open breaker spaces — not what's theoretically available with tandem breakers.
  2. Write down every major load added since the house was built: EV charger, second condenser, pool equipment, workshop, home office equipment, freezer.
  3. Note the panel's rated amperage, printed on the main breaker or the panel label.
  4. Get a load calculation run against those numbers rather than estimating from breaker count alone.
  5. If you're adding a car charger specifically, size the circuit for a continuous load, not just the charger's own nameplate rating — the EV charger circuit almost always needs to be larger than the paperwork implies.
  6. If the calculation shows the service itself is the limit, plan for a panel upgrade rather than looking for another open slot.

This is exactly the kind of arithmetic that plays out differently street to street across the county — a Fulshear house with a three-car garage and a pool draws a very different picture than a smaller Missouri City home from the same building boom, which is one reason Fulshear's newer housing stock so often needs this conversation years before the paint needs touching up.

The honest bottom line: a full panel and an undersized service look similar from the outside, but only a load calculation tells you which one you're actually dealing with.
